Cars are made to go at great speed, but they can also move at a crawl. This is something we see at, say, showgrounds, and racecourses: a big expanse of grass, people on foot in all directions.
It's all different in this setting: the people in cars move at a dead crawl ready to stop if you or a child with a stick of candy floss in their little fist comes skittering across their path.
